European leaders plan emergency summit over Ukraine talks

European leaders are planning an emergency summit as US and Russia prepare for Ukraine peace talks. The US made it clear Europe will not be at the table for the talks, it will only be US, Ukraine and Russia. Victoria University Professor of International Relations David Capie spoke to Corin Dann.
